职责

该职位的职责包括但不限于:  

培训与教育志愿者 

  • 向SHIBA志愿者及其他顾问提供基础和持续教育培训,包括现场和线上方式。 
  • 评估志愿者的准备情况并提供技术援助,特别是针对复杂案例。 

支持志愿者协调员 

  • 协助志愿者协调员制定招聘、保留和绩效管理策略。 
  • 监督合同合规情况,审查赞助商表现,分享最佳实践并推动改进。 

建立合作伙伴关系与开展外展活动 

  • 与社区合作伙伴合作,扩大SHIBA的影响力,包括举办关于医疗选项的公开演讲和研讨会。 
  • 协调外展项目如“欢迎使用医疗保险”并维护STARS数据库中的准确记录。 

咨询服务及担任主题专家(SME) 

  • 向消费者提供医疗保障咨询,并协助志愿者处理复杂案例。

This role is within the SHIBA program under the Consumer Protection Division and is currently remotely based until an OIC duty station is established in Whatcom County – Bellingham Area

About the Position  

Are you ready to help shape the future of healthcare education in Washington? We’re excited to announce an opportunityto join the Statewide Health Insurance Benefits Advisors (SHIBA) program as a Regional Training Consultant – Health Insurance Advisor 1 (HIA-1). This is your chance to be part of something fresh and impactful, helping to expand SHIBA’s reach and strengthen the support we provide to communities statewide. We’recommitted to servicing the diverse needs of the people of Washington. 

In this dynamic and mission-driven role, you’ll be at the forefront of empowering Washington residents with the knowledge they need to navigate Medicare and other healthcare coverage options. You’ll collaborate with a dedicated team of professionals to train, mentor, and support SHIBA volunteers and Volunteer Coordinators across the state—building capacity and driving excellence in service delivery. 

As a key ambassador for the program, you’ll conduct engaging training sessions, provide technical assistance on complex cases, and lead public education initiatives that help individuals make informed decisions about their health coverage. You’ll also foster strategic partnerships with public and private stakeholders to help broaden SHIBA’s impactand bring innovative solutions to the communities that need them most.

This position will cover the following counties including but not limited: Whatcom, Skagit, Snohomish, San Juan, Island, and Kitsap Counties. Frequent travel required.

This is a Washington General Service position. The monthly salary range for this position is $5,137 - $6,906.

Duties

The duties of the position include but are not limited to:  

Training and Educating Volunteers 

  • Deliver Basic and Continuing Education training to SHIBA volunteers and other counselors, both in-person and virtually. 
  • Assess volunteer readiness and provide technical assistance, especially for complex cases. 

Supporting Volunteer Coordinators 

  • Assist Volunteer Coordinators with strategies for recruitment, retention, and performance management. 
  • Monitor compliance with contracts and review Sponsor performance to share best practices and drive improvements. 

Building Partnerships and Outreach 

  • Collaborate with community partners to expand SHIBA's reach, including delivering public presentations and seminars on healthcare options. 
  • Coordinate outreach programs like “Welcome to Medicare” and maintain accurate records in the STARS database. 

Consulting and Serving as a Subject Matter Expert (SME) 

  • Provide consultations to consumers on healthcare coverage and assist volunteers with complex cases. 
  • Serve as a SME, reviewing training materials and supporting the team in delivering high-quality education.

Qualifications

Required Qualifications

  • Six years’ experience* with community development, adult training, and/ or volunteer management. 
  • Basic level skills in Microsoft Outlook, Word, PowerPoint and Excel. 
  • Demonstrated experience effectively facilitating meetings or designing training for at least one virtual platform (e.g., Zoom, Teams, etc.).

*A bachelor’s degree with focus in business administration, public administration, public health, health administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for up to four (4) years of relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report. 

Preferred/Desired Qualifications:  
  • Proficient** in the Spanish speaking language.  
  • Demonstrated contributions to building a high-performing team of professional colleagues. 
  • Experience developing partnerships with diverse communities. 
  • Demonstrated experience managing projects, contracts and/or instructional design. 
  • Advanced-level skills utilizing Microsoft Word, PowerPoint, and Excel. 

**Must complete a proficiency assessment through the American Council for the Testing Foreign Languages (ACTFL) for the Spanish language. Employees receiving assignment pay for using a non-English language in the performance of their duties are required to be tested to ensure oral proficiency in that language using the ACTFL. The ACTFL is not an interpretation or translation assessment. It assesses proficiency in the world language to function as a bilingual employee as described in federal guidelines.
