The Financial Services Office provides the core business and financial activities that allow the agency to operate and ensure financial stability as well as overall agency direction, guidance, and management for fiscal related activities in a complex accounting and financial management environment. OneWA, the statewide effort to make current its finance, human resources, payroll, procurement, and budget functions, will place a heavy burden on agencies as they move from the legacy systems and internal platforms. For DOL this impacts systems governing the collection of revenue for licenses and fees related to vehicles, drivers, businesses and professions, firearms, and Uniform Commercial Code filings.
Duties
As the Financial Systems Administrator you will be responsible for establishing, managing, and participating in the agency’s entire accounting functions and, more broadly, its continued system modernization efforts. You will work closely with SMEs both internal and external to the agency, including product managers and owners, business analysts, the agency’s OneWA project team and vendors. Serving as the Financial Services Office’s point of contact for systems changes for all updates and reporting to the Chief Financial Officer you will be tasked with actively monitoring systems change requests ensuring they are properly prioritized and any clarifications required for programmers are quickly staffed. Utilizing your strong leadership, technical policy and process expertise you will play a critical role in our success as you provide assistance to accounting staff.
Some of what you will do:- Provide primary oversight and responsibility for the financial component of business technology applications.
- Develop proficient knowledge of the accounting aspects for any system with a financial component
- to train others.
- Facilitate routine trainings with staff sharing that knowledge.
- Lead, facilitate and document a shared understanding of the business problems for Finance and other divisions.
- Provide solutions, and determine the scope of the project for Enterprise systems used statewide.
- Create and facilitate a testing plan to ensure data integrity after major systems updates.
- Manage the development of specific training material to support changes in statute, rule, advances in technology or to meet operational demands of the supported divisions and internal DOL systems.
Qualifications
- Ten (10) years of combined professional experience in budgeting, accounting, auditing, or financial reporting, with a concentration in the Accounts Receivable and Billing arena.
- 20 semester/30 quarter hours of accounting course work or closely related field.
- Ability to:
- Demonstrate time management skills and multi-tasking skills, with ability to prioritize tasks.
- Demonstrate excellent oral and written communication skills with the proven ability to Influence stakeholders, sponsors, and team members on the vision, goals, and objectives of the project;
- Actively communicate to managers, peers and subordinates in a timely manner.

Master’s degree.
24 semester/36 quarter hours of accounting course work.
Certification as a public accountant.
Eight years of professional experience in finance arena, specifically Accounts Receivable and Billing experience.
Possess in-depth familiarity with Washington State laws, regulations, and administrative/accounting policies and generally accepted accounting principles (GAAP).
- Project management experience or certification.
Additional Requirements of Employment:
- The ability to work in-person two days a week or more as business needs arise.
- The ability to travel overnight and out of state.
