About the Division:

Within DES, the State Building Code Council (SBCC) advises the Legislature on building code issues and develops building codes used in Washington state that help to ensure buildings and facilities constructed are safe and healthy for building occupants, accessible to persons with disabilities and the elderly, and energy efficient. 

 

About this Position:

This position is recognized as a specialist and subject matter expert in multiple building codes. The role provides expert-level analysis and consultation to the DES executive management and external organizations. The selected incumbent will provide independent staff support and specialized expertise to the State Building Code Council and technical advisory groups regarding the state’s building code amendment process. The role involves professional-level duties, such as preparing documents and code opinions for council approval. Additionally, this position provides essential support to the State Building Code Council in its mandate to establish minimum requirements for building, residential, mechanical, fire, plumbing, and energy codes, which are crucial for promoting the health, safety, and welfare of the residents of the state of Washington.

Duties

Some of the duties include:

Independently serving as the primary resource providing technical information to local government officials and stakeholders on the state building code. The SBCC is responsible for reviewing and adopting ten specific codes. This position, in conjunction with co-code specialists, supports the technical review of the following codes:

  • Washington State Energy Code – Commercial

  • Washington State Energy Code – Residential

  • International Building Code

  • International Existing Building Code

  • International Residential Code

  • International Mechanical Code

  • International Fuel Gas Cod

  • International Fire Code

  • International Wildland-Urban Interface Code

  • Uniform Plumbing Code

  • This position also assists with technical review when requested by the Managing Director

  • Develops policy considerations and makes decisions related to specialized topics through written and verbal interpretations, approved by the State Building Code Council at the enforcement officials' request. 

  • Consults with government officials, industry members, and the public via email or phone, making technical recommendations on building code compliance. 

  • Serves as a technical resource to colleagues and Council members on building codes and their adoption. 

  • Acts as project manager, technical expert, and resource person for the SBCC. Provides verbal and written interpretations and conducts detailed research and analysis on complex building code issues.

  • Researches scientific literature to support advisory opinions using various reference materials.

  • Analyzes and evaluates building code regulations and prepares studies and reports as required by the Legislature, the Governor’s Office, and the Council, as assigned by the Managing Director.

Develops state building code rules and related policies

  • Ensuring compliance with rule-making processes, the Administrative Procedure Act, and the Open Public Meeting Act

  • Reviewing and approving final copies for filing with the code reviser and model code organizations for publication as per schedules and deadlines.

  • Providing specialized expertise in developing rules, regulations, and legislation for the state building code.

  • Analyzing policies, laws, rules, and regulations for conflicts with RCW 19.27, RCW 19.27A, RCW 70.92 and WAC 51.

  • Collecting data and presenting analysis to technical advisory groups using various communication tools. 

  • Attending and presenting at Council meetings related to state building codes.

  • Developing state amendments for Council consideration. 

  • Representing SBCC at national meetings as directed by the Managing Director. 

  • Implementing process improvement solutions
Supports Council, committees, and advisory groups
  • Schedules and prepares meetings, contacts constituent groups, maintains participant lists, updates web pages, develops agendas, takes minutes, and tracks committee actions.

  • Facilitates remote participation via phone and internet.

  • Helps develop responses to public comments. 

  • Advises Council members on building standards and code adoption issues

MANAGEMENT ANALYST 3 (IN-TRAINING to MANAGEMENT ANALYST 4) - Must total seven (7) years of experience:

Supplemental Information

Special Requirements/Conditions of Employment:

  • Inspector level certification in any of the codes comprising the state building code or ability to obtain certification within 6 months of employment. Certification through the International Code Council for the building, residential, fire or mechanical codes, or through the International Association of Plumbing and Mechanical Officials for the plumbing code.
